Genesis 10:3 names him as a nation descended from Gomer (גומר) - the Cimmerians who will become the Cymry when they migrate to Brython - himself a grandson of No'ach out of Yaphet. Riphat's brothers, according to 1 Chronicles 1:6, were Ashkenaz (אשכנז) and Togarmah (תגרמה).
Probably the Riphean mountains of Armenia, one of whose plateaux is Ararat, and as such part of the Beney Chet (Hittite) progenitor group.
The name is not Yehudit, so there is no point searching for the meaning of the name there. The nearest equivalent is Riphot (ריפות), meaning "crushed grains of corn" - see for example 2 Samuel 17:19 and Proverbs 27:22); from the root Ruph (רוף) = "to crush". But it would be incorrect to presume any connection to the name Riphat.
