Genesis 10:23 names him as a son of Aram.
The name means "a circle".
Gesenius suggests it was a district of Aramaea; others that it was a district of the Hula Valley, which is to say the north-east of Kena'an, in the tribal domain of Naphtali, or the borders of Dan.
All of which would explain itself so much more simply if we pronounced the name of Hula Valley correctly, for it is spelled with a Chet not a Hey - עמק החולה - Emek ha Chulah.
