Genesis 10:29 and 36:33 make him an Edomite king; also 1 Chronicles 1:44; 8:9 and 8:18.
Joshua 11:1 makes him king of Madon (מָד֔וֹן), though we have no idea where Madon was (the only other reference to it is Joshua 12:19), but probably a region of the Yoktanite Arabs (you can follow the various speculations by clicking here), a deduction made from the names of the other kings referenced in the same passages.
Yovav is taken to mean "a desert", but properly it means "a crying out" or "a place where wild beasts cry out" in the sense of John the Baptist's "a voice crying in the wilderness" (John 1:23) - as a figure of speech it sums up the story of Iyov (Job) to perfection and Yov (יוב) is thought to [may]be an error or abbreviation for Yovav - the Aleph at the beginning of his name is because the name is actually Aramaic, not Yehudit.
