Genesis 36:26; 1 Chronicles 1:41: the third of four sons of Dishon (
דִּישׁוֹן) the son of Se'ir of the Beney Chor (Horites); his siblings were Chemdan (חמדן), Eshban (אשבן) and Keran (כרן).

Is it linked to Yitro (יתרו), Moshe's father-in-law in Exodus 3:1 and 4:18 etc?

From Yeter (יתר)? In which case see Judges 8:20; 1 Chronicles 2:32, 4:17 and 7:38; 1 Kings 2:5 and 2 Samuel 17:25 and 23:38.

Or from Yitron (יתרון) = "gain", "profit", "emolument", in which case see Ecclesiastes 1:32:11, 3:9, 5:9 and 10:10,


Another Yitron is mentioned in 1 Chronicles 7:37 as one of the many sons of Tsophach (צוֹפָח), in the lineage of Asher.
